BTVI Enhancement Project Procurement Notice

The Government of Commonwealth of the Bahamas (GOCB) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$4.74 Million Dollars towards the cost of Bahamas Technical and Vocational Institute (BTVI) Enhancement Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOCB and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOCB shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.



Consultants, Contractors and Suppliers from member countries of CDB will be eligible to participate in these procurement opportunities.

The following consultancy assignments will be procured under the project:

• preparation of a revised Strategic Plan for BTVI;
• enhancement of the Human Resource, Management Information and Financial Management Systems;
• development of a Tracer Study System for BTVI;
• development of a National Qualifications Framework for the Bahamas;
• design of a Strategic Marketing Framework for BTVI;
• development of a Gender Equality Framework for BTVI;
• enhancement of Student Affairs Services at BTVI;
• enhancement of Crime Prevention and Campus Security;
• preparation of a BTVI Campus Master Plan;
• support the successful implementation of selected Renewable Energy/Energy Efficiency initiatives on the Nassau and Freeport Campuses;
• assist with the preparation of a Maintenance Policy and Plan for BTVI; and
• design and supervision services for rehabilitation of workshops and laboratories at BTVI.

It is expected that these will be procured during the period December 2019 to December 2021.

The following goods and/or works and/or non-consultancy services will be procured under the project:

• Supply, delivery and installation of furniture and Information and Communication Technology (ICT) equipment for a Smart Classroom Block.
• Rehabilitation and refurbishment of workshops and laboratories.
• Supply of equipment/tools/resources for 25 Technical and Vocational Education and Training (TVET) laboratories and workshops;
• Improving the energy efficiency of selected buildings on the Nassau Campus and Freeport Campus.
• Skills Enhancement programme on various Family Islands; and
• Training of BTVI and National Training Agency instructors.

It is expected that these will be procured during the period December 2019 to December 2021.
